CONTRADICTIONS OF THE MECHANISM FOR MANAGING THE CHELYABINSK REGION’S SPATIAL DEVELOPMENT

Abstract

The purpose of the study is to identify contradictions in the current mechanism for managing the spatial development of the Chelyabinsk region, on the basis of which to propose measures to improve this mechanism. In the article, the author revealed the current mechanism for managing the spatial development of the study region. The author showed the regulatory and other information base for managing the spatial development of the Chelyabinsk region. The author analyzed strategic planning documents, identified fundamental and institutional contradictions in three areas — at the federal level, in the pair “federal — regional” level, at the regional level. Firstly, the new strategy does not define spatial development and a balanced settlement system. Secondly, the tasks of spatial development differ between documents of the federal and regional levels. Thirdly, the composition of the agglomerations of the Chelyabinsk region does not comply with the methodological recommendations of the federal level, which, of course, is permissible, however, this composition varies between documents of the regional level, which no longer allows achieving effective management of the regional space. In addition, in a pair of documents “Forecast of the socio-economic development of the Chelyabinsk region for 2025 and for the planning period 2026 and 2027” and “Strategy for the socio-economic development of the Chelyabinsk region for the period up to 2035” there is no link with the tasks of spatial development. For the Chelyabinsk region the author showed the inefficiency of such tools as agglomerations.
